[dashboard][i18n] strings marked for translations are inconsistent and often include html code in them

This became important, since we now have zanata integration. This leads to bad experience for translators and would stall translations arriving to murano-dashboard.

    Cleanup translation markups

    This patch cleans up strings marked for translations from unnecessary
    html markup and removes near-identical strings.
    Blocktrans django tag is now used only if it is necessary to pass a
    context variable and results are trimmed.
    Includes minor spelling and grammar corrections
