Bug Description
System tests for backup/restore fail by timeout while executing `dockerctl restore` command:
TimeoutException: 'dockerctl restore' run longer then 600 sec
Manually restore works fine, but takes more than 10 minutes:

Looks like we need to increase timeout to 20 minutes in tests:

we merge a docker removal for 9.0 - so need to check how backup/restore looks like there now
