It may be too late for Xenial (it's in feature freeze now), and more because of it being a LTS release and this a significant change.
Maybe you can try to ask for a feature freeze exception

At least 4 games that I played only work in wine 1.7 or higher in addition many programs work better in wine 1.8, come on 2 years of development between 1.6 and 1.8 this is undeniable

Wine is packaged differently in Ubuntu and Debian.
The packages cannot be sync'd.

Really does need to be updated. 1.6.2 is 2 years old and there's been many performance and 3D improvements since then.
