Upgrade fuel-stats on testing, systests, staging servers

All changes from fuel-stats master should be synced on the testing servers automatically, but now I don't see changes on the
testing analytics: http://fuel-stats-testing.vm.mirantis.net/

DB migrations can be applied only by hands on the testing collector: fuel-collect-testing.vm.mirantis.net by the following command:

export COLLECTOR_SETTINGS="path_to_external_config.py" && ./manage_collector.py --mode test db upgrade -d collector/api/db/migrations/

Also we need to update packages for collector and analytics on the systests and staging servers.
Fuel-stats packages are build by Jenkins jobs: http://osci-jenkins.srt.mirantis.net:8080/view/autobuild-fuel-stats/

fuel-stats-testing is updated.
on systest and staging instances we got issues with package so @dkaigorotsev to fix the package.
Decreasing priority to medium, since main part is done and we are blocked by package problems.
