Any untagged article has empty "You may be interested in:" box

Bug Description

1. On insights.ubuntu.com, go to any article that is untagged.
2. Scroll to the bottom.

What you see: A box that contains the text “You may also be interested in:” … and nothing else.

What you should see: either
* the box contains links to other articles; or
* the box is not present at all.

Possible solutions, not mutually exclusive:
A. Omit the box when there are no related articles.
B. Generate “You may also be interested in:” from the article title and contents, not from tags.
C. Prevent posting of untagged articles. (This wouldn’t work if there’s any syndication going on.)

I have added a card to our board to not show an empty box; however, this is caused by improperly tagged articles, so I have contacted the marketing/pr/blog folks to remind them to code their posts properly.
