PPA: 3.19.5+git20160204.867a153-0ubuntu1~ppa1

=Steps to reproduce=

* Load g-s
* Click on "Development Tools" in Categories
* See no apps
* Click on another category on the left, e.g. GUI Designers
* Notice that some place-holders flash up to show where the apps would be, and then vanish again

This works for me (tested with GS 3.18 and the latest Git snapshot) - you probably have old metadata (I tested this with the Debian metadata without issues).
The second verbose look looks like something is messing around with the AppStream IDs - since normally nothing does that, I suspect it's the new aptd plugin you're writing...

The categories show various apps for me (though much less than are available). This and bug 1542242 suggests to me you haven't got any appdata installed correctly. In that case you only see the applications you have installed.
