[RN 7.0] [MU] Amend structure and wording in RN 7.0 - Maintenance Updates section

In the list of resolved issues we need to highlight security issues by providing CVE and/or OSSN numbers or links, by adding some icon, or *by listing them in separate subsection*. Some customers are interested in fixed security issues, now it's hard to extract them from the list.

[RN 7.0] [MU] Page improvements

- removes Proposed updates and Security updates sections
  from MU page as they both have no content for now;
- separates Security updates (and all the related content)
  to a new subsection for a better visibility;
- amends the headings for a better readability.

[6.1-MU-6] Release Notes

This patch:

- adds Release Notes for Fuel 6.1 Maintenance Update 6;
- amends the MU6.1 page:
  * structures the headings,
  * creates tables from the packages lists,
  * separates security fixes from other fixes
  * fixes noticed grammar and formatting mistakes.
