Bug Description

Our devstack plugin calls the tools/generate_config_samples.sh to create the base config file it uses for deployment. This script also generates the test.conf.sample for integration tests, which is under git VCS. So, after a devstack run, the local git checkout has changes staged for commit, causing unrelated changes to be pushed if someone uses this checkout as the basis for a patch.
