[7.0] fuel-createmirror doesn't work in tests

Some tests from patching-ci are failing because of failure in fuel-createmirror.

There is an error in log:
 * FATAL: Cannot run the docker container, please check connectivity to index.docker.io

Docker cannot fetch the "ubuntu:latest" image from registry, and fails.
MOS 7.0 is released with Docker 1.4.1
According to [1] the minimal supported Docker version is 1.6.0.
We should consider either bump up Docker version on Fuel master node to 1.6.2 (current version used on our CI), or deliver the Ubuntu container in some other way [2]

I'd prefer the #2 option here.

Vitaly, you can be 100% sure that we won't be delivering new docker to 6.1 & 7.0 only because of fuel-createmirror. So the second way is preferable, IMO. But I noticed that you are talking about fuel-mirror not fuel-createmirror which is actually used as default option in 6.1 and 7.0 (this fact is actually stated in their docs), so could you make this fix for fuel-createmirror?

Disregard my previous comment. It turns out that fuel-createmirror is now openstack/fuel-mirror.

One of our customer asking for the full mirror on local server as mandatory part cluster. Please resolve this issue ASAP.

Andrii, the fix is merged and will be delivered as a part of MU3 for 7.0 with regard to the MUs planned schedule.
