vagrant netmask parameter can not use the length

Bug Description

recently the vagrant file to enlarge the provider network size added netmask parameter when creating virtualbox vm. However the
parameter to define the vm is specified as netmask: "16" which actually fails, the right format should be netmask: "255.255.0.0"

Here is the error when use netmask: "16"

I guess Vagrant doesn't support CIDR notation. Let's change 16 to 255.255.0.0 and consider filing another bug for Vagrant.

checked the problem again, I think I was using Kyle's unmerged patch set. which will not work. I will close this one and add comments to that patch set. sorry about the confusion.
