Bug Description

The 04-rabbitmq* templates https://git.openstack.org/cgit/openstack/fuel-library/tree/deployment/puppet/openstack/manifests/logging.pp are not matching logs from the rabbit nodes with the messaging- prefix

Raised to high as this makes troubleshooting issues by the logs snapshot barely possible

This is valuable to land in 8.0, but maybe not critical for GA release. It should land in first maintenance update. I'm raising back to high, but it's not critical for release.
