commission succeeds even when commissioning output was not uploaded

Bug Description

I am using maas-1.9.0+bzr4533-0ubuntu1~trusty1

When commission finishes, the node fails to upload 00-maas-07-block-devices.out
to controller. For that I've filled the separate bug already, #1541030.
The problem is however that this error is silently ignored,
and as the result you get a commissioned node but without
disk in my case. If some other files are not uploaded, there
could be other surprises I guess.

We believe this is no longer an issue in the latest releases of MAAS. Please upgrade to the latest version of MAAS, and If you believe this issue is still present, please re-open this bug report or file a new one.
