Bug Description
Steps to reproduce:
1. Try to "Save and quit" in fuel-menu
Actual behavior:
Saving process is interrupted by recovery module with "Nothing to restore, skipping." message
Expected behavior:
Fuel menu successfully saved params and is continuing to deploy master.
