Setting volume limit for Qt interface does not work completely

Bug Description
After I set maximum volume in Qt interface settings to 100%, I can still raise volume above that by mouse wheel, if it is not hovering the volume control UI area. Likewise I can set volume above 100%, if I use shortcut keys. This should be consistent with the maximum volume setting.

The Qt volume limit is for the Qt volume widget only. This is working as it's supposed to.
While it is debatable if the mouse wheel should obey the limit (it is not part of the VLC Qt plugin), VLC cannot enforce volume limits system-wide. PulseAudio is responsible for that, and does not care about VLC limits.
