Bug Description

I faced that we don't checking real-world case where backup-restore feature should be the key to solution - complete fuel replacement or reinstallation after failure. After manual tests I discovered https://bugs.launchpad.net/fuel/+bug/1536198 and https://bugs.launchpad.net/fuel/+bug/1536314 . We should carefully test this feature because it related to fault-tolerance.

CI-team, we need to add new thread to swarm:
test group: "backup_reinstall_restore"
Additional parameters: ADMIN_NODE_VOLUME_SIZE=100 (this is required only for master right now, not for 8.0)
It should be separate thread because it took a lot of time (initial deployment of fuel, deployment of a cluster, backup procedure, secondary deployment of fuel, restore procedure, scaling existing cluster)

Custom test run for master - http://jenkins-product.srt.mirantis.net:8080/view/custom_iso/job/9.0.custom_system_test/188/console (and it shows that there is more issues)
