After schema restart, schema is not setting the vrf assign rules for SI ports correctly

Bug Description

R3.0 2709 Ubuntu 14.04 Kilo multi-node setup

Applied the fixes in bugs 1539293 and 1540444 and restarted schema.
It was seen that the vrf_assign_acl_uuid was not set for SI's tap interfaces.

Workaround : Edit the policy to remove the SI , Save and readd the SI back

During reinit, process virtual network objects first

During reinit, we process all objects, but if VMI is processed
before VN, service chains may not be setup and we won't create
VRF assign rules. To avoid this, process VNs before any other objects.
