Bug Description

Console not displayed because nova vnc proxy points to wrong ip and port.

Novncproxy_port must be 6080[frontend port], not 6999
and ip_address must be virtual network address

novncproxy_host must be ip of the correct (virtual network ) interface

Novncproxy ip address and port not set correctly
ip should be external/internal vip if available.
frontend port must be used: 6080
