Kibana dashboards aren't uploaded sometimes

Tested on MOS 8 (ISO #509). Reported by QA.

After deployment, the Kibana dashboards for logs and notifications are sometimes missing.

When executing again the provision_services.pp manifests, the dashboards are created as expected. It is probably some race condition in the exec resource that uploads the dashboards...

    Do not wait cluster green status to import dashboards

    The cluster can be red/yellow because of other non related indices,
    but this doesn't prevent to create the kibana-int index.
