Bug Description

when we create new security group, there will be egress rule for IPv4 which allows all traffic(remote 0.0.0.0/0).

similar rule should be added by default for IPv6 too.

Can you please check through UI too and document the behavior differences between, neutron shell, Horizon and Contrail UI.

when created through Contrail UI, egress IPv6 rule is getting created.
only neutron/horizon has the issue.

Create default IPv6 rule in a security group as in a IPv4 rule.
