object align relative to combobox error with multiple instances

Bug Description
Condition: 2 or more instances of Inkscape open and both are using the object align relative to combobox and/or treat selection as group checkbox
Bug: it appears only the most recently changed relation is remembered across all instances of Inkscape.
Recreation: As a demonstration open two different Inkscape files such that you will have two Inkscape windows open. In the first window set object align relative to "Last Selected" then verify it is working by aligning two objects
In the second instance set object align relative to "Page" then verify this is working
Go back to the first instance (which still indicates "Last Selected") and try the alignment -- it will now align to Page
