This issue has already been reported therefore we are marking it as duplicate of bug 1451728
Please note that any further action will refer & take place in this [master] bug-report.
Since this only happens in a multi-desktop environment of any flavour conflicting with kubuntu-desktop and vice-versa Kubuntu with additional DE's – it puts the APT-packing system in a unresponsive state. This bug hinders users to to keep their system in an actual state with all security-patches installed.
I pass it on to Ubuntus Security-Department for further investigation and immediate action on this grave bug.
A possible workaround would be to replace Telepathy (IRC chat client) with Konversation or Quassel.
Taking into account that the ration of bugs beeing reported reported and suffered is approx 1:100 this puts a very bad image on Ubuntu and Linux in a whole.
I personally apologize for any inconvinience this incident brings to users being interested in trying multiple desktop environments.
