There is no ability to specify the GPG public keys for package repositories for bootstrap image

Bug Description
In some cases there is a necessity to have custom repositories wtih packages for the bootstrap image. fuel-menu supports a custom list of repositories but it does not support to specify GPG public keys and fuel-agent does not support of adding these keys during building bootstrap images. To support it some changes should be made on two levels such as:
- fuel-menu should support of adding keys for repositories
- fuel-agent should import specified GPG public keys in chroot before to fetch some metadata of repositories
