There is a need to be able to replace existing mirrors with generated

There is a problem with mirror when we use mirror create on CI.

When we create mirror, and apply it we get old mirror above all and it requires to do a lot of hacking to update mirror with required attributes.

Expected behavior:
Mirror is created and with 'apply' it is applied on servers with correct attributes like ordering and priority.

Actual behavior:
Previous mirror present and it is breaking deployment.
