[nsxv] Not configured if new compute-vmware node added

Bug Description

If add new compute-vmware node after deploy cluster - puppet not start on controller node- nsx.ini neutron config not changed and new firewall rule not created. As a result VM in new cluster cannot assign ip address via dhcp.

Workaround:
Manually add the permission to accept dhcp traffic from the new cluster.
