refresh file from command line doesn't work for previously closed windows

Bug Description

$ midori /etc/motd
Now hit CTRL+W thus killing the window. Now do again
$ midori /etc/motd

Nothing happens.
That must be because midori thinks the file is still on its list of shown windows.Version numbers in brackets show the version used at runtime.

Same think happens for URLs, not just local files.

This is caused by Midori.Uri.recursive_fork_protection being a bit too naïve, but I'm not yet sure what the cleanest fix is.
