Bug Description
The README page says that we can configure the different service_plugins using shortcuts

[DEFAULT]
core_plugin = midonet_v2
service_plugins = midonet_l3, midonet_firewall
but this is not the case at least in liberty where you have to use
service_plugins = midonet.
to enable those services

1.0.0 doesn't have them.

midonet_l3 and midonet_firewall have been added on liberty branch after 1.0.0 release.
the next release from the branch will have them.
