Updates appear twice

Bug Description
Today I checked to see if I had any updates after OTA-9. I went into the updates screen and it started a spinner while it checked for updates. Then I noticed that I was on my slow network. So I tapped the back arrow, pulled down the window-blind menu, switched networks, and went back into updates. It spun and checked for updates and eventually claimed there were 8, in fact 4 duplicated items. See screenshot.
Afterwards I tapped the back arrow again and went back in. This time it showed the four correct updates.
Then I attempted to reproduce the problem by switching to my slow network, checking for updates, switching to the fast network and checking again. Same result, all updates listed twice. This time all icons were visible, but I assume the problem with missing icons is just my usual GFW problems (Bug #1522261).
