Volume attach doesn't check vm states correctly

Bug Description

On z/VM platform, a volume could only be attached to an Active or Stopped instance. The plugin didn't check other states which is allowed for API but not z/VM.

    Restrict acceptable states of the instance when attaching volumes

    Raise an error if the state of the instance is not ACTIVE or
    SHUTDOWN when attaching a volume to it.
