[gate] CI does not tell how to retrigger it

It's currently tribal knowledge — how you can retrigger a failed CI. We should enhance it to add comment to jenkins on failure:

smth like: "If you believe, that the error is not related to your change: retrigger the CI with 'retrigger murano-ci'"

We should also comply with http://docs.openstack.org/infra/system-config/third_party.html#requirements i.e. single recheck command should recheck everything.

    Use recheck instead of retrigger to murano-ci

    According this document [0] murano-ci should be rechecked with 'recheck'
    keyword, not 'retrigger'.
