marc export should only print "Waiting for Input" when running interactively

Evergreen version 2.7+

The new marc_export prints "waiting for input" even when running non-interactively. That can be distracting when run from a cron job. You'll get an email with that line in it every day.

A forthcoming branch will only print Waiting for input if marc_export is running interactively, i.e. in a shell, and is really waiting for user input.

Tested and works for me, thanks for the test plan in the commit message.

I decided to count this as a bug fix since it probably shouldn't print that message if there's input happening. Backported it to rel_2_9 and rel_2_8 with some minor spelling fixes in the commit message.
