[task deployment] All tasks are skipped

At now moment all tasks which send by Nailgun has type skipped. It is fully blocked this functional

    Fixed condition in task filter factory

    The task_ids is always list and actually it is not usefull to skip
    all tasks when tasks_ids is empty. the tasks are filtered only
    when specific tasks are selected.
