[novaclient] "nova list" fails if instance name consist unicode characters

Due to bug verification https://bugs.launchpad.net/mos/+bug/1534568 I found another bug - "nova list" fails if instance name consist unicode characters.

root@node-1:~# nova list
ERROR (UnicodeEncodeError): 'ascii' codec can't encode character u'\u2665' in position 4: ordinal not in range(128)

Env: MOS 8.0 (build 470) neutron gre, 3 controller nodes, 2 compute nodes with cinder

Release with the fix: novaclient 3.0.0 .

This fix will be synced with all code from Mitaka.

Per #1 we already have the needed package version - http://mirror.fuel-infra.org/mos-repos/ubuntu/9.0/pool/main/p/python-novaclient/ - 3.3.0 and 3.0.0 was needed
