Build 2702 : Alarms : Process status PROCESS_STATE_FATAL alarm being raised for openstack-nova-compute

Have been seeing this alarm in the last few builds when everything seems to be up and running

nova-compute status is not being used by webui and there are cases
where nova-compute doesn't exist - hence removing the check for
nova-compute from nodemgr
