looking at syslog I see a bunch of :

# lsb_release -rd
Description: Ubuntu 14.04.3 LTS
Release: 14.04

switching to willy kernel seems to partly solve the problem
# uname -a
Linux pro 4.2.0-25-generic #30~14.04.1-Ubuntu SMP Mon Jan 18 16:25:56 UTC 2016 x86_64 x86_64 x86_64 GNU/Linux

the fn key seems to toggle the "Soft blocked" attribute. So still no wifi. This looks similar to https://askubuntu.com/questions/709377/wi-fi-is-disabled-by-hardware-switch-on-toshiba-satellite-p855-335

For some reason this bug fixed itself on it's own. I was about to burn an ISO to upgrade the BIOS (which apparently working in wine, so no need to have a windows machine). I left the laptop run out of batteries and then it stayed without power for a few days. The next time I booted it up, the wifi was working out of the box ! I'm not sure what happenned but maybe the BIOS got reset or something.
