compute node lost Contrail networks after reboot

Bug Description

After Compute reboot vrouter lost connectivity, the only way to fix it - run "fab setup_network"
Contrail 2.20
Ubuntu 14.04

"fab setup_network " gathers the control_data information from testbed.py file and setup the persistent network interfaces in all the compute nodes.

"fab setup_network " does the same thing as "fab setup_interface" that we do during provisioning.
could you provide the information if you might changed any configuration during provisioning or during fab setup_interface

no it didn`t changed.

We are running ubuntu, I believe this is what setup_interfaces left for me:
`ls -la /etc/network/` many files like "orig.interfaces.301115153401" but they are with same configuration

so I just reproduced it, what I have:
reboot compute node (ubuntu 14.04) with `reboot` command.
compute node boots but control node can`t find it - vrouter-agent log - http://pastebin.com/pmsujnxj
