Bug Description

The neutron kilo package still relies on /etc/neutron/plugin.ini for it's init script, but should be relying on /etc/neutron/plugins/ml2/ml2_conf.ini

Please update the package for 9-Kilo to use the proper init files.

Why should it rely on ml2_conf.ini?

I thought the idea was to unify startup args for neutron services. That's why generic /etc/neutron/plugin.ini keeps plugin-specific conf (it's a copy of /etc/neutron/plugins/ml2/ml2_conf.ini)

@enikanorov, it needs to match the locations used in the liberty and mitaka packages. If there is still a link here, then the package needs to provide it
