Smaller initrd.img files are not built for older kernels in /var/lib/kdump

Bug Description

If kdump-tools is installed on system with more than one kernel package, smaller initrd.img file will only be created for the running kernel. If we boot to an older kernel, kdump-config load will fail as the /var/lib/kdump/initrd.img-{older kernel version } is missing
