Neutron Client extensions causing unit tests to fail

This commit changed the neutron client extension API https://review.openstack.org/#/c/265285/4 it changes the function we override to implement our extensions from get_data to take_action, we need to update our extensions to match the new API.

    Fix i18n imports for Liberty

    Cherry pick (with a billion merge conflicts) of
    I1e5ed1f249a486c63e49bbff3e2759df6c90d83e to Liberty.

    NOTE: Kept the same import ordering of the original commit.

    NOTE: Did not update get_data() to take_action() in neutron
    client, because the corresponding change is not available in
    python-neutronclient for Liberty (on master, it is available
    as I164d6f31152df621611985a84eef76e7dfa54d44).
