Bug Description

Remove the remaining execs in the puppet code that call scripts.
Move all commands to puppet format (puppet resources)

Related-Bug: #1537170 - Removing exec and script for config-zk-files-setup.sh

Replaced with augeas and puppet resources.
Tested on Ubuntu 14.04 Juno
Have kept the old exec and script, but they are not called
To be removed once this change is verified in a build
