[PivotalOpsManager] Resources, created by OpsManager doesn't cleaned up after environment deletion

Bug Description
Using devstack master.
1. Deploy PivotalOpsManager
2. Log into OpsManager Dashboard and hit 'Apply changes' button
3. Wait for operation completion.
4. Delete murano environment
Actual result:
Environment deleted successfully, but resources, created by PivotalOpsManager wasn't released and Stack status is 'DELETE FAILED'
This happened because VM spawned by OpsManager doesn't mentioned in heat stack and using environment network.
