ParallelDeploymentsTest.test_deployments_metadata intermittent failure

It seems after https://review.openstack.org/#/c/254433/, there are some intermittent failures for ParallelDeploymentsTest at the gate.

It seems config of SoftwareDeployment in the db is somehow None when the test is doing _stack_delete.

    Filter out deployments with None config

    It's possible to get a None config from the db[1].
    Filter the deployments with None config when pushing deployment
    metadata.

This issue was fixed in the openstack/heat 6.0.0.0b3 development milestone.
