Upgrade from Liberty to Mitaka fails

Upgrading the charm from liberty to mitaka via setting openstack-origin results in a failed config-changed hook. Looking into the juju log shows that the db stamp prior to the migration failed.

Running the migration by hand reproduces the error::

# neutron-db-manage --config-file /etc/neutron/neutron.conf --config-file /etc/neutron/plugins/ml2/ml2_conf.ini stamp liberty
No handlers could be found for logger "oslo_config.cfg"
  Running stamp for neutron ...
INFO [alembic.runtime.migration] Context impl MySQLImpl.
INFO [alembic.runtime.migration] Will assume non-transactional DDL.
ERROR [alembic.util.messaging] Can't locate revision identified by 'liberty'
  FAILED: Can't locate revision identified by 'liberty'

This is very similar to Bug #1505771

    No db stamp for upgrade from Liberty

    Stamping the Neutron db for Liberty fails and appears to be
    unneccesary.
