[vmware] with nova-network, vmware driver can not connect vm to portgroup

Bug Description

version:
kilo

steps:
with nova-notwork vlan manager, when booting vm, vmware driver find corrent vSwitch according to vlan_interface, and create portgroup on the switch of ESXi A.
But when creating vm, cluster DRS will allocate vm to ESXi B. ESXi B have not correct portgroup.

Result:
VM can not communicate with other vm

suggestion:
VMware driver should sync networking configuration between ESXi.

nova-network is no longer supported, you should use Neutron with either DVS or NSX
