Current version of muon-updater is 5.5.3a-
suggested muon version is 5.4.3-0ubuntu1~
# sudo apt-get install muon

The KDE muon maintainer has decided to not support the package management UI (muon) anymore, and turn the application management UI (discover) into a better software center. With this, the current release of plasma-discover is incompatible with the old muon release.
There was someone that intends to keep maintaining muon, so once we get a release of that that's compatible with discover we'll be able to fix this.
