[security] Auditd chmod rules causing high load

Bug Description

The auditd rules that monitor filesystem permission changes are causing high loads during OpenStack-Ansible deployments. They should be disabled by default and the exception needs to be documented.

    These rules can cause high load during periods of large changes
    on a system.
