Deployment of LMA collector fails when metrics are disabled

Bug Description

Tested with MOS 8 ISO #452.

The deployment fails on the compute nodes because it tries to install the collectd libvirt plugin while collectd isn't installed.

    Install libvirt collectd plugin only when required

    This change makes sure that we install the libvirt collectd plugin only
    when the metrics collection is enabled.
