Bug Description
Tested with MOS 8 (#452).
The keystone WSGI logstreamer and decoder aren't working for at least 2 reasons:
1. the /var/log/apache2/ directory can only be accessed by root
2. the Apache log format has changed:
decoder configuration: '%h %l %u %t \"%r\" %>s %b %D \"%{Referer}i\" \"%{User-Agent}i\"'
Apache configuration:
Issue #2 is easy to fix. Issue #1 is more problematic.
