Keystone HTTP metrics are missing

Tested with MOS 8 (#452).

The keystone WSGI logstreamer and decoder aren't working for at least 2 reasons:

1. the /var/log/apache2/ directory can only be accessed by root

2. the Apache log format has changed:
    decoder configuration: '%h %l %u %t \"%r\" %>s %b %D \"%{Referer}i\" \"%{User-Agent}i\"'
    Apache configuration:'%{X-Forwarded-For}i %l %u %t \"%r\" %>s %b %D \"%{Referer}i\" \"%{User-Agent}i\"'

Issue #2 is easy to fix. Issue #1 is more problematic.

I confirm that this issue is fixed in recent MOS 8 builds (build 483 in my case).

And in fact the Apache log format change has no impact. The change https://bugs.launchpad.net/lma-toolchain/+bug/1535663 suffices and fixes the problem for us.

    Change Apache log format

    This is to match the log format currently used in Fuel. In the future
    we should make this configurable.
