Yes, this is a PPA package that provides Julia. Should one or both of us mark our packages with "conflicts-with"?

If you adopt the layout of the Debian packaging (julia, julia-common, julia-dbg [soon to be removed, I think] and julia-doc) it shouldn't be a problem. If not, then your julia package needs to conflict with julia-common.
