No notification for incoming message if device locked or telegram running in background

Steps:
1.Sign in telegram app
2.Press power key to lock device
3.From second phone to send messages to DUT
4.Wait several minutes and check

=>No notification/vibration after >10 minutes, but messages are received immediately if unlock device and focus back on telegram app

5.Let telegram app running in the background
6.From second phone to send messages to DUT
7.Wait several minutes and check

=>No notification/vibration after >10 minutes, but messages are received immediately if switch back on telegram app

Expected result:
Prompt notifications for incoming message while telegram app is connected

Hi TarotChen, thank you for the bug report.

a) No notification/vibration after >10 minutes
b) but messages are received immediately if unlock device and focus back on telegram app

a) and b) have nothing in common. a) is push ontifications, b) is querying the server by the application.

Regardless, a bug was fixed in Telegram servers today related to delayed/lack of notifications. Please re-open this bug if you're still experiencing the problem from the moment I post this comment, thank you!

Tested on OTA12 builds with arale/krillin, still cannot see the notification of telegram message while phone is locked after >10 minutes.

can you please verify that notifications are enabled for Telegram? I currently investigating a strange behaviour, that the notification gets sometimes disabled in the background.
