Bug Description
DocViewer should use the new 15.04.3 framework and its new features.
In particular:
* Move to the new PageHeader component
* Use mnemonics, description, keywords and shortcut properties of Ubuntu.
* Use the new Ubuntu.
* Use the new BottomEdge component
* Use the ScrollView component, instead of Scrollbar
[1] Ubuntu.
